Why does my Apple Watch Ultra keeps charging to 100% even with optimized charging on?

I have an Apple Watch Ultra with the latest software to date (11.5) and I have Optimized Battery Charging Limits turned on, but it keeps charging to 100% all the time. I would rather prefer it to always charge to 80% as I have 2 Apple Watches and I wear a second one when the first one is charging, but there is no option for this any more. The only way to limit Apple Watch charging is setting up timer to remember to physically remove it from charger after a certain amount of time (which can be different depending on the initial charge). Any other suggestions?

My Apple Watch Ultra also charges up to 100% each time I need to charge it, which is usually around 15% battery life left. Since I'm wearing it 24/7, my watch somehow skips the 80% level and seems to have learned that I need it back as soon as possible.
