How to stop Siri Reading out Notifications in Sequoia?

I'm trying to stop Siri reading out notifications out loud on my Mac.

Under "System Settings > Notifications" there is no option to change the settings for Siri. Siri is not listed in the list of applications.

There doesn't seem to be an option to change it in "System Settings > Apple Intelligence & Siri" either.

How to stop ALL Siri alerts on a Macbook Pro OS 10.13. Siri has NEVER been enabled. I have never had Siri enabled on my Macbook Pro, OS10.13, but I often get a small window asking me if I want to use Siri. How can I stop this "alert"?
