How to free up iCloud storage after permanently deleting Mail messages?

I deleted the vast majority of messages from my inbox, and then permanently deleted all those messages from the trash folder. That was three days ago as I wanted to give iCloud a chance to update the change, but it is still taking up 4GB out of 5GB of storage. I am not going to upgrade my storage amount. How do I actually free this space back up?
