Switching between windows in Safari only works when multiple tabs are open

Hey, switching between windows works perfectly for all applications with command + ´. Only with Safari I have an issue: Switching between the windows only works when I have at least two tabs open in the window I am switching from. When it's only one tab, it simply doesn't work. This has been going on for some time through different updates and I was hoping it would just be fixed. I can't find any info on this anywhere, does anybody have a clue what I could do to fix this? I am currently on Sequoia 15.5.
