Is this the built-in virtual keyboard or an external keyboard? If external, is it Apple’s or some other manufacturer?

And, a long shot: is the iPad speaking when you touch a control icon on it?

In addition to Lawrence Finch’s very sage advice, to get from the Lock Screen to the Passcode prompt, you’ll want to swipe up from the bottom to about 1/3 of the screen SLOWLY then let go. You should be prompted with Touch ID or Passcode, then tap Passcode once to select, then twice to click. Then you can follow Lawrence’s advice and tap each digit twice and the same to open Settings, etc.

Yes unfortunately, but after pressing home button to unlock, cannot get past passcode prompt which is not working cause will not accept passcode, or allow me to access settings. double taping not working. swiping half way up holding it, not working.

Try swiping 1/3 of the way SLOWLY then letting go immediately after. It can take a few tries as it took me.
