My AZ digital driver license in my Apple Wallet doesn't have the graphic anymore - the mountain, saguaro, ringtail and seal. It's just blank. Why?

Items in the Wallet are controlled by the issuer. Apple cannot remove or alter items in the Wallet app. If your iPhone glitched, please contact the issuer so the item can be reissued.
Yeah, that was my first thought, too. So I deleted it yesterday, and went through the rigmarole of getting it reissued. Still blank. I'm currently harassing AZ MVD on Twitter, but they keep saying it's Apple's fault. That's the beauty of joint ventures. The buck stops... nowhere. 😉

These “split responsibility” arrangements certainly CAN be frustrating; especially when the replying Tier 1 CSRs often have poor-to-no understanding of the actual technical workings of the interrelated systems.
Similarly, Tier 1 Banking CSRs too-often have weak understanding of ApplePay; leading to unnecessary customer frustration and wasted time.
It’s a sad situation when organizations seem more interested in managing public perceptions than in providing substantive and effective tech support.

Two locations - not really. The Apple license is very rudimentary, compared to the IDEMIA license. IDEMIA has a realistic copy of my physical license, except the headshot rotates left and right in a 3D kind of way. It's spooky. And it also contains my weight, which is missing from all Apple DLs. It offers 5 different ways to display the information it contains: Full info, State services, Rent a car, Prove my age and Board a plane. It can generate a privacy code with a 2D barcode, and it can Certify itself with a rotating star image that moves around the screen when you drag it with your finger. Lotsa bells and whistles. In fact, the only reason I keep the Apple DL is for the cool graphic. And now that's gone - WAAH!
I can’t speak specifically to Arizona, but some states do not allow the license to be in both the Apple Wallet and the state license app. This has caused issues for Apple Community members. This might be the cause for the graphic being removed from your Wallet by the state MVD. This is an avenue for you to pursue with the MVD support team.
I don't think this is the issue with AZ, mainly because my wife and I have had both DLs for three years, and we still have both DLs. And she still has the graphic on her iPhone. But I will follow up with the MVD, thanks.
Devices just don’t randomly delete things. The licenses are stored in the secure element and basically are unaffected by other apps, the iOS etc. The SE runs Java and is unaffected by iOS updates or other apps. It sounds to me like the MVD is doing random checks and your number was up or you invoked both licenses at the same time.
Well, I haven't used either of these DLs for a couple of years. And they run on separate apps, Wallet and IDEMIA. And if the MVD was targeting me, they wouldn't have allowed me to reinstall the Wallet DL yesterday. It works fine, but just lacks the fancy cover graphic. So I'm chock out of believable theories, but I will follow up with MVD. Thanks for all your help.
I think it's Apple-related. My wife's iPhone has the DL graphic.
The graphic is from a file the DMV sends to your iPhone. I suspect a server side issue. Some states use a corresponding app on the iPhone. Is Arizona using an app?

Yeah, AZ uses an app from IDEMIA. That's on my iPhone, too. Can't have too many DLs... 😉
