How do I update a new credit card for payment and shipping on my Apple Account?

I had an old visa now i changed to a new one and i wanted to update it but i have failed

Payment methods that you can use with your Apple Account - Apple Support

Have you activated your new payment method? Do the mailing address of card and region match? Have you contacted your financial institution? What is the e act message that you’re seeing? No personal information please.
