Why does a sample appear as the whole book in the store?

When I published a book, I included both the whole book and a sample. Both are available in the store; however, I ran a sample review from a different account, part of the validation process, which appears only as the whole book, not the sample. Is that how it's supposed to work, or is there a way to fix it?
