How do I fix 'A Problem Repeatedly Occurred' in Safari on iPhone 8 Plus with iOS 16.7.11?

each time i try ti use safri or any other browser i get a problem repeatedly occurred

i cleared History and website data

i deleted any ADB App or VPN app

i reseted the iphone setting

but the problem still not solving
