Logging into icloud for windows problem

Cannot log in to icloud for windows. Msg says that my Appleid must be logged into an ios device before I can log into icloud for windows but I AM logged into my Apple account on my iphone using my Appleid. What am I missing?

Can't set up iCloud for Windows on my PC I'm trying to set up icloud for windows, but when I log in, it tells me that my Apple ID must be used to set up iCloud on a Mac or iOS device first. I have already set iCloud up on my iPad!
