Why is my new iPad not syncing with iCloud while my old iPad is?
i have a 16e iPhone and a new iPad. Both are logged onto iCloud but the iPad is not syncing. My old iPad is syncing however.

Are both of your iPads signed-in to iCloud with the same Apple Account / AppleID?
Verify that you have enabled all services and Apps that you would like to synchronise between your devices...
iPadOS 17.x and earlier
Settings > [Your Name / AppleID] > iCloud
iPadOS 18.x
Settings > [Your Name / AppleID] > iCloud > [Apps Using iCloud] Show All Apps
Explicitly enable all services that you wish to synchronise between devices.

nothing happens. Data just doesn’t load from the I cloud although all settings seem to be in place. Old iPad still syncs though. Login is correct on both iPads and syncing box is ticked.
