Apple Busines Manager Verification codes can’t be sent during admin account creation

Hi,

i want to create ABM for my company but during account creation i always have message: "Verification codes can’t be sent to this phone number at this time. Please try again later."

What i tried:

later -> hours and days

other mobile number, otherphone number provider

call instead text message

click many times resend text message -> then i received that i make too many attemps and i need wait a little

Have the same issue, contacted support and they advised I try 24 hours later

what iv tried

Waiting 24hrs, 48 hrs +
Multiple different email addresses including business domain and gmail
Multiple different cellphone numbers including ones never attached to an appleid before
Different browsers, Edge + Chrome on Windows + Safari on macbook
Different internet connections, cellular and fibre lines
Europe bound cellphone number rather than one from my local country

Twice yesterday I didnt receive this error and received a verification code however on inserting this code and clicking submit nothing happened however attempts a few hours later just produced this error again

How did you contact support?

By Phone? I can't find way to write them mail.
