Why is my payment method repeatedly declined on Apple Account?

my payment method was declined. I can't fix this issue. I tried last 3 months. still I can't fix it. What happened to my account. please help me

If a message says 'Your Media & Purchases account has been disabled' - Apple Support


If your payment method is declined in the App Store or iTunes Store - Apple Support
