iPhone 11 apps not updating: 'RESUME' button doesn't work

My iPhone 11 will not allow my apps to download. If you see the image, you can see that it won’t usually say that. Once I need an app to update, it says ‘UPDATE’.

Once I press this ‘RESUME’ button, it shows the pause button, but nothing happens to the app - no updating, I can still use the app normally. After minutes, hours, days of the pause button showing, nothing happens. So then, I have to delete the app and reinstall it.

This issue has happened to me on many different apps. I do not have time to delete and reinstall every app with every update that shows up like that.
