How do I unlock iPad Air with VoiceOver enabled and Siri disabled?

I have an iPad Air (M2, 2024). This model has neither a Home button nor Face ID. Siri is disabled. I foolishly enabled VoiceOver to experiment with it, and now it's totally preventing me from unlocking the iPad. When viewing the passcode screen, the iPad speaks each digit that I tap, but otherwise ignores it. Double-tapping each digit does not help. Swiping left or right across the screen and then tapping or double-tapping a digit does not help. It appears to be quite impossible to unlock the iPad Air at this point. Surely there must be a way to solve this problem, short of erasing the whole device?!

OK, it's not actually me having this problem, it's an elderly relative in another state. We tried a forced restart, following these instructions…

…and the iPad restarted, but when it presents the passcode screen, it simply ignores all screen taps, so there's no way to enter the passcode. I'm going to have my relative ship the iPad to me so I can work on it myself. Maybe it will help if I can connect it to my Mac and reset the iPad's Accessibility settings from the Mac. I guess I'll be back here in a week or so to report what happened. Thanks for your attempts to help.

To clarify my earlier guidance...

If the iPad has a physical Home Button (per the left illustration) with a TouchID sensor, to deactivate Voice Over you need to triple-click the Top button - not the Home Button.

If instead the iPad is a newer model with the TouchID sensor integrated within the Top button (per the right illustration), you must still triple-click the Top button.
