How do I unlock iPad Air with VoiceOver enabled and Siri disabled?

Triple-clicking the top button seems to be toggling magnification on and off. The iPad is no longer speaking, but it continues to ignore digits tapped for the passcode.

Great, I can't even get the photo to paste into this message in the proper orientation. It's oriented properly in Photos.

OK, it's not actually me having this problem, it's an elderly relative in another state. We tried a forced restart, following these instructions…

…and the iPad restarted, but when it presents the passcode screen, it simply ignores all screen taps, so there's no way to enter the passcode. I'm going to have my relative ship the iPad to me so I can work on it myself. Maybe it will help if I can connect it to my Mac and reset the iPad's Accessibility settings from the Mac. I guess I'll be back here in a week or so to report what happened. Thanks for your attempts to help.

There is no top sleep/wake button; there is only a touch button used for Touch ID. In any case, triple-tapping it does nothing but screw things up even further: now there's some weird magnification mode turned on.

I can now attest that triple-clicking the top button toggles magnification on and off, not VoiceOver.

Yes, that indeed works. I guess my relative wasn't double-tapping fast enough.

Unfortunately, the passcode has somehow changed, so no one knows what it is, but that's an entirely different problem.
