How do I ensure photos are safe after iCloud transfer?

i just got a new phone with 512 gigs. my old one had 128, and i was paying for icloud + but it was full. 200GB. since i have a bunch of extra normal storage, i decided to move it into that to free up my icloud.

i used the apple support chat and what he told me to do was to go to settings -> icloud -> photos and click download and keep originals and turn off sync this iphone, and then go to the icloud photos web page and delete everything. i kept asking is this correct and everything and he ensured me everything was good

ive never done this before so idk if it just takes a long time to download or move it or whatever but its been hours and i have like 500 photos. i originally had thousands. did i just lose all my memories lol?

Anything on your device is also in iCloud. If you turn off iCloud sync, you’ll retain anything on the device and can indeed delete the files at iCloud.com as the sync was turned off. You can also turn off sync and delete photos on your device then sync again to restore all items from iCloud. And, of course, you always have your backups that you keep elsewhere (in a worst case scenario).
