How can I set parental controls on iPad mini 6th generation?

I searched how to set parental controls on iPad, it always turns out for the first step, going to setting, find Family, but there is no Family option in my setting...

Parental controls not saving I have set the parental controls on my phone for my daughters phone however, they are not saving. She is on my family sharing. I am having to check throughout the day to make sure the limits are not taken off. Each time I check, it’s almosty as if nothing was set. Am I missing something? Is there a save option?

They work on one child’s phone but not the other. I have a 13 Pro. The phone it’s not working on is a 14 and the phone it works on is a 13 mini. We all have updated our iOS to the most current.
