How do I recover missing documents from iCloud Drive?

Re: "My folders in iCloud drive all appear to be empty, almost all of my documents have gone. I only have iPads and iPhones that back up to the cloud, I have not turned anything off and there is nothing in the recently deleted folder (as I have not deleted anything) just a few documents from late last year and this year remain, I have seen other people have had a similar issue is there any resolution for someone without a Time Machine backup."

Also: For any apps in sync:

files deleted from a device will also disappear from iCloud.
