Very Slow Windows iCloud Synchronization

I have iCloud for Windows on my Windows 10 PC. It works wonderfully most of the time for me to transfer files between my Apple devices like an iPad and my Windows 10 file system.

Of course, this depends on iCloud synchornizing between the iPad and the Windows 10 PC. When I put a file out on the Windows 10 PC to iCloud via a simple copy operation in Windows File Explorer with iCloud for Windows running, then the transferred file always shows up immediately in iCloud. Also when I open iCloud on the "Files" app on my iPad, I nearly always immediately see the original Windows 10 PC file on iCloud viewing it through the "Files" app. So the synchronization of the iPad with iCloud seems to work very well.

However going the other way -- i.e., when I transfer a file from the "Files" app on my iPad to iCloud (it immediately appears in iCloud when viewing from the "Files" app) --, then it usually takes a very long time (at least 10 minutes) for that original iPad file to appear in iCloud using the Windows 10 PC ICloud for Windows app (i.e., when trying to view the file through Windows Explorer). It eventually shows up there and then I can use the file on my Windows 10 PC.

The problem is the very slow synchronization between the Windows 10 PC iCloud for Windows application and iCloud itself.

Why is that synchronization by the Windows PC so slow? Why can it not synchronize as fast as the iPad synchronizes with iCloud?
