Screen Time app limits shutting down before time allowed on my iPad

This has been an ongoing problem for us. I have my daughter's iPad setup for App Limits. 2 hours a day during the week for all apps. It constantly shuts her down before the limits have been reached. Today her activity shows 1h 14m. Way short of 2 hours allowed.

I have Share Across Devices turned off on her iPad.

Her only other device is an Apple Watch.

This iPad is brand new as well.

Any ideas?
