PLEASE HELP TEAM! I deleted my photos of my device after the photos showed on iCloud but when I proceeded to delete on my iPhone and emptied the recycle bin all 141 photos have dissappeared from iCloud,

When you have iCloud on for photos, it is not a back up. iCloud photos is for syncing across iCloud and multiple devices and when you take an action on one device, it happens across iCloud and all devices with iCloud photos on.

Those items have been permanently deleted and are irrecoverable.
