Only if you have a registered terminal for Apple Pay as a merchant or commerce.
If you mean directly through your iPhone, then no. Apple Pay requires setup from a bank and processing service like Visa or Mastercard for payments. It does not work for payment reception from an iPhone alone.

Phil is absolutely correct. I would like to add a little additional information. It’s fairly easy to setup a merchant account to accept credit cards, including Apple Pay, through processors like Square or PayPal. Once your account is setup as a sole proprietorship you install their POS app from the Apple App Store and you can enter the numbers manually or if you have an iPhone 15 or 16 series, you can do Apple Pay (Tap-To-Pay) using the front screen of your iPhone. They simply tap their card on the top third of the screen and in a second or two the charge is approved and within a minute or two the funds are in your account.
The acceptance of a person to person payments is a grey area in your situation. It’s got all the appearance of a commercial transaction and prohibited by the Apple Cash terms and conditions. I would clear it through an Apple Cash Specialist at Green Dot Bank.
