How to restore older videos from iCloud after upgrading storage plan?

I need help recovering my previous videos stored in iCloud. Here is my situation:
- I previously had an iCloud+ plan for $1.99/month (likely 50 GB).
- My storage became full, and I canceled that plan.
- Later, I purchased the 200 GB iCloud+ plan for $3.49/month.
- After activating the new plan, I was able to see all my previous photos, but only a few recent videos (taken after upgrading).
- I have NOT manually deleted any videos, and I really need access to the older ones (more than 700 files).
- Currently, my iPhone is restoring original photos, but the videos are still not appearing.
- I am connected to Wi-Fi and using an eSIM in a different city.
- I’m afraid to cancel the current iCloud plan in case it affects the ongoing restoration process.
Please help me confirm:
1. If my older videos are still stored in iCloud.
2. What I need to do to ensure they are restored.
3. Whether it's safe to cancel the current plan after restoration.
