Why are my playlists missing in Apple devices for Windows?

'apple devices' windows app does not list names of playlists, only for artists, albums, genres. Nothing appears under the heading 'playlist' .

I have uninstalled and reinstalled Apple Devices app on the windows laptop, restarted laptop, restarted iphone. It works fine if I individually select the artists, but I really need the playlists as they contain multiple artists in each playlist. The playlists are user defined while all the other data (artist, album, genre) comes from metadata, so it seems to not have access to the file that contains my user added info.

These are all purchased songs so not from Apple Music subscription.

The playlists and their songs do appear correctly in Apple Music, just not in Apple Devices where I can sync them to my iphone by playlist.
