You will need to provide more information on what happened. If you did not send it, then that means you have authorized someone else to do that by giving them your Passcode. That is your responsibility. You may be able to contact Green Dot Bank by calling (877) 233-8552, but without any other information it is likely you will not get your money back.
If money was sent to a person and they have not accepted it, you can cancel that transaction.
