How can I resolve some songs greyed out in Apple Music playlists?

After upgrading my iPhone I have had problems with music on the new device. Songs which appear in playlists on my old phone return a message of 'Not available in your country or region' on my new phone, even though I imported this music from my own cd's.

I have previously moved music to the cloud to get around this issue, but that causes its own difficulties, such as when i am travelling by air and can't access wifi.

I have now turned off cloud storage and most of the other tunes have synced to my phone - just not some of those in playlists, although when i look at the playlist on my phone via iTunes on my Mac, the music is shown not grayed out.

Update: Looking at the albums on my iPhone directly, I can see that these songs which form the playlist, are not included. However, if i look at the albums via iTunes with my phone connected, the songs show as being included in the album, which has supposedly synced.

Any ideas on a fix please?
