I was experimenting with settings and my M1 Mac running Sonoma haven't had this problem and the only difference in following sections was in Wallpaper where "Show on all spaces" was disabled:
Settings:
-> Wallpaper
-> Screen saver
-> Lock Screen
So after enabling "Show on all spaces" under Wallpaper in about two minutes CPU went down to zero and it no longer reads data visible in Activity Monitor.
I am using currently black static wallpaper and default "Drift" screensaver in case this issue would be specific also for other settings and "Show on all spaces" is also enabled for screen saver.
