Extensions menu for Safari grayed out

My extensions menu for safari is currently grayed out with no way to edit its contents. I've seen other posts about how screen time can cause the issue but that doesn't seem like it. Does anyone know what's going on?

Using Safari drop down menu When I go to the Safari drop down menu in tools I no longer get the preferences option. The item in the list is in extension. Safari 17 Disable Extensions Hi. Since I installed Sonoma with Safari 17, I've lost the ability to disable and enable extensions. It used to be under the Develop menu and now it's not there. I've searched through the menus and I can't find it anywhere. Does anyone know how to do this now? I find it necessary to be able to do this for some sites I go to that won't load because of the extensions I use. I don't want to do this in the Safari settings because that only allows you to do it one extension at a time, which isn't realistic to use. Thanks for your help.
