If the iPhone is broken and won’t turn on, there’s no way to retrieve the data or any verification code off it. That is unless you repair it. Your other option is to select “Didn’t Get a Code?” and receive a text message or phone call verification to your trusted phone number. But if that number happens to be on that broken iPhone, you’ll need to enroll in Account Recovery.

Unless you have been making backups, and/or synchronizing data to iCloud, there will be no data to restore.
Even if the estimated cost of repair is such that it is worth doing the repair, you probably won't get back a phone with data on it. You'll get back a phone that has been wiped – or another similar phone from repair stock, which also doesn't wouldn't have your data on it.
