I have approximately 20k contacts created by duplicate names in my contact list. When I check contacts, it shows the notes, "This contact is read-only. To make changes, tap the link above to edit in Outlook." These are related to the Outlook app.
Can you please help me resolve this issue?

So if you log into your Outlook.com account in Safari the People section is empty?
And if you sign into iCloud.com in Safari, you have duplicates?

it says If you have more than one contact card with the same first and last name, you can merge the duplicate contacts.
on your iPhone.I would export a copy first, preferably on a computer.
First ensure that Outlook is the only account with Contacts activated (Settings,Apps, Contacts, Accounts).
Sign into Outlook.com in a browser to resolve or you may need to contact Microsoft Answers forum
Yeah, the People section in Outlook via a Web browser is empty. I checked again now.
In the iCloud via a web browser, I am seeing a thousand contacts.

Yes, I have only Outlook, and Contacts is activated only in the iCloud email. Not for others' emails. But still the same problem....
Thinking about it, Outlook app may not have edit access to iCloud contacts.
Try to resolve in Contacts app.
