How to transfer iCloud data without Screen Time password to a new iPhone?

I want to transfer my iCloud data to my new phone, or at least reset this phone and transfer the data to either a new iCloud account or just transfer the same iCloud account data without the screen time. I'm wondering how I would be able to just transfer the specific data, excluding the screen time of course, to the new phone without the screen time password. Now, I do not know the screen time password as the organizer who set it on my phone is very unwilling to give it up over VERY personal reasons. Could anyone provide some help please?
