Perhaps a long shot:

Do you have a 3rd party VPN installed, even if you are not using it? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile. If that fixes it, you can try reinstalling VPN.

Have you deleted the VPN PROFILES? Deleting the VPN app does not delete the profile(s), which is where the problem might lie.

I am having the same issue. Moreover, this version seems to have a problem with the Sims, as they have stopped working since my last update.

I have no VPN or profiles and I have plenty of storage. I have done a hard reset. I still can’t verify & install the 18.5 update. Please help.
