How can I stop blocked callers from leaving voicemails on iPhone?

I am getting unwanted communication from a business number that I have blocked; they continue to call and leave voice messages. They are blocked because I don't want any communication with them.

The only way to do that would be to have them blocked by your carrier.

When you block a caller on the phone, all the phone can do is silently reject the call, at which point it will roll back to your carriers voicemail system.

Contact your carrier to see if that's a service they offer.

They may be spoofing their number to appear to be the same number you blocked, which is pretty difficult for you to do anything about. But I'm pretty sure you'll still get a voicemail, even if you blocked the number. Blocking it, just means it won't ring on your phone. Contact your carrier and see if there's anything they can do to help you. This isn't likely something you can resolve yourself.
