iPhone not vibrating in silent mode when screen is asleep

iPhone 13, iOS Version 18.4.1

Recently phone is not vibrating for text or phone notifications in silent mode unless the screen is on and I'm using it. If the screen is dark (asleep), it will not vibrate. This is, of course, when I need to be notified by vibration if it's on silent mode. If it's in my pocket, or laying on the table, it will not vibrate. If I'm using the phone, it will vibrate to notify me of call or text.

It is not in focus or Do not disturb. In settings, Vibration is on (green) in Touch. Sounds & Haptics has haptics on "Always Play" (also doesn't work when set to "Play in Silent Mode.") Haptics are set to a pattern in both Ringtone and Text Tone. And to clarify, they all work just fine, if the screen is awake and I'm using my phone. They just don't work when the screen is asleep. I've gone through every trouble shooting answer I've found in the community.
