Why do deleted iMessages keep reappearing on my Apple devices?

Hello, So here is my scenario:

I have an iPhone 14 ProMax and within the last several months I got a new Apple Watch 10 and an iPad Air. Even though all three devices are using the same Apple ID I noticed that the iMessages were not consistent. A majority of my iMessages would be on my phone, but for some reason were not showing on the Watch (even though I had mirror iPhone turned on) and the same with the iPad it wasn't showing all the messages. I did notice though when I would delete a string of message it was deleting on all devices. (I normally delete all messages at night)

Due to the issue with not receiving all messages on all devices I began looking into the settings and seen for iCloud that iMessage wasn't being backed up so I turned it on for the iPhone and iPad and it seemed to be working. All devices even the Watch had all the same messages. However, something really annoying and frustrating was happening. As I stated every night I would delete all text messages for the next day. I would delete the message regularly and then I would go into the recently deleted and permanently delete them there, but the next morning when I opened my iMessage the messages would be back! Some from days and days ago. Some from just the day before. I don't understand if I'm deleting and permanently deleting why are they coming back?

I ended up turning off the iCloud for iMessage, but now I'm concerned I won't be getting my messages on all devices.

Same here,

was told by Apple Support to disable my iCloud messages for 30 days since it would delete and purge all past messages and essentially clear and sync across all my devices. 30 days forward totally BS, after turning on messages in iCloud my iPhone came back with 180+ old messages that I had deleted and my laptops also came back with less but not equal messages just random deleted messages.

IMO although Apple settings, under the messages app to "keep messages" for 30 days, 1 year or forever it stores them somewhere regardless of your setting (for example 30days)

Any lawyers out there who can see if this is legal or an honest Apple Bug?
