I am having this same issue since this morning and found another post on here and the OP therein was on with Apple tech support and they told him they could not fix the problem and recommended he erase his Mac and reboot from a backup

I just booted in Recovery mode and reinstalled macOS -- the issue was not fixed

Rotate this in the Photos app.
I just checked for software updates, and I had one and downloaded it, but it didn't fix the problem. I see on the pop up image, it says something about 'caches", so I cleared the cache, but that also didn't fix the problem.
Have you tried to restart the mac to see if the issues persist?
Yes. I restarted several times. It's been like this for about 2 days now.
