Why does deleting photos from iPhone also delete them from iCloud?

i belived that if i use Icloud, my data/photos will be uploaded to cloud, so i will have more space on my phone. one article suggests, that if i delete a picture from my phone, it will also be deleted from Cloud. what is the point?

To be able to synchronize your photos to other devices.


To have copies of your photos somewhere other than your phone - so that if you lock yourself out of yiur phone, or break it, or it stops working, or someone steals it, you won’t lose all of your photos.


If you are using iCloud Photos, you can turn on “Optimize iPhone Stirage” to let the phone free up space by storing reduced-quality local copies of some photos. But the phone will want to keep local copies of all photos, even if some of those local copies are reduced-quality space saving ones.
