Apple News app gets deleted after every iOS update on iPhone

On one device (a Chinese iPhone 16 Pro Max Model MYTR3CH/A), *every* single time I update iOS, the Apple News app is deleted. I have to re-download the app from the App store and reselect topics I want to follow. Why??!!

I am located in the US, have the region set to US, and am logged in with a US apple id. The only reason I have a Chinese model is because I require a physical SIM for banking in China, and I don't want to carry two phones around (so I have a physical SIM for my US number as well). This has been a problem for me ever since Apple stopped supporting physical SIM cards on the US models.
