How do I access iCloud Photos?

On what device or computer are you trying to access them?
On an iOS device such as an iPhone or iPad, if you have the iCloud Photos option turned on in Settings ➜ Apps ➜ Photos, then all the Photos in the Photos app are by definition synced to iCloud.
On a Mac, same thing in the Photos app, or by logging in to the iCloud.com website in a web browser.
On a Windows PC, you can use iCloud For Windows, and iCloud Photos will be available in the iCloud Photos folder in Windows explorer, or by logging in to the iCloud.com website in a web browser.
On an Apple watch you need to select an Album to sync in the Watch app on the paired iPhone.
