How can I fix Safari pop-up issues on iPhone 16 Pro Max after iOS update?

After updating my phone to version 18.4, Safari browser became unable to open pop-ups required by some websites. I tried more than one website and the same problem kept recurring. I turned off the pop-up blocker button in the phone's general settings, but it did not help. I updated my iPhone to the current version 18.5 and the problem still persists. Note that my iPhone is an iPhone 16 Pro Max.
