So I have family sharing on for the family thing and when my kid wanted to purchase five nights at Freddy’s on his iPhone and I gave me a notification saying the code for my card and I declined it and I want to know how to make it so that he can use his card on his iPhone and not my card.

In Family Sharing, with Purchase Sharing turned on the organizer is always billed for the family members purchases.
Family members cannot use their own payment methods to make purchases except for Apple account balance.
If family members have Account balance available to cover the cost of the item the purchase will be charged to that.
The only other option, is tu turn off Purchase Sharing entirely for all Family Members.

Apple Cash will not be used to pay for it if Purchase Sharing is enabled.
The money has to be added to his Apple Account for it to be used when "Purchase Sharing" is enabled.
Either turn off Purchase sharing or add funds to his Apple Account.

Even with funds in his Apple Account your payment method may still need to be verified and you may still need to approve the purchase if "Ask to buy" is turned on.
