I have my Itunes media and library on an external hard drive form a Windows PC that died how do i get Itunes on my new computer keeping my Itunes media and library on my external drive?

Thanks, your advice worked perfectly.
Install iTunes. Do NOT install Apple Music, Apple TV, or Apple Devices.
Hold down shift as you launch iTunes to get the choose/create library dialog, click Choose Library, then browse to and open the iTunes Library.itl file on your external drive.
Assuming your library was in the standard layout, or the drive is using the same drive letter as previously, then all should be well. If iTunes says it cannot locate your files then post back and I'll try to help you fix things.
