Ever since I've got a new phone and transferred everything onto the new one the apple pay on the new one doesn't work. It wont work on ANY website or place but my normal card works. I tried contacting the bank but it kept sending automated messages so i gave up

Apple is not a bank. Apple does not approve or decline transactions. Only the issuing bank can approve or decline a transaction. Are you sure the terminal says decline? If the iPhone were faulty another error message would appear.
How many merchants have you tried your iPhone at? Are you traveling? Do you use a VPN?
I've tried it in more than 10 shops and websites and all it says is just “declined” nothing more nothing less but it works when i tap my card in a shop or when i enter the cards credentials on a website
If it says declined, then contact your bank to find out why they are declining the transaction. Apple, nor the merchant can decline a transaction.
Contact the support team at the issuing bank and ask why they’re declining your transactions.
You’re referring to Tap-To-Pay correct? What happens when you try to Tap-To-Pay? What does the transaction terminal show at the merchant’s location?
I mean both tap to pay and both using face id to pay on websites and stuff. All it does is say card declined nothing else
