Why does my child's app request download to my iPhone instead of their iPad?

Hi,

when my son sends a screentime request to download an app from the AppStore there are two ‘get’ buttons and one of them downloads the app to my iPhone instead of his iPad and I then have to cancel the download, this only happens for one of my children and not the other two who are also in my family sharing group. How do I fix this and why is it happening?
