My son is away for a few months in Australia. He has a roaming package. The data works, but there is no dial tone if you try to contact his number by cellular. He can see a carrier but has no dial tone. The carrier has tried to fix but unsuccessful so far.

So you cannot call him, or is it without the tone that you hear him suddenly? I had the latter happen a few weeks ago
It seems lik an issue at the carriers side so it is good that they are looking in to it. Has your son tried and force restart his iPhone? He might want to try this, this was the solution when i had this problem
Dial tone is provided by carrier. It’s not a function of iPhone or service provided by Apple.
