Why do applications move from secondary to primary display after sleep mode on Mac running macOS 14.5.1?

I have multiply monitors on my mac running 14.5.1, when it goes to sleep, and I wake it up all the application that I have running on the second display have been moved to the primary display, why?

my logic deduction would suggest that it would likely be because the initialization of the external displays are delayed to after the system that wakes up, discovers some apps are places on cordinats outside of the visual area of the computer, and it correct that situation by moving them to the display area it is aware of at the given time.
