Why student plan on Apple music isn't avaliable in Serbia?

When I get to subscriptions, there is no option to subscribe on student plan. Is this option available for all countries or just for some?

Not able to use student plan in apple music I am a student in India and I'm not able to use the student plan through my android phone using unidays. whenever i select the student plan it goes to unidays after selecting on verify in unidays its taking me back to apple music normal plan.
