Why won't my Contacts sync with iCloud Mail running 16.0 interface?

My computer mail icon goes to the mail 16.0 program with my old @me.com address and then says I must quit because I don’t have storage. I fi sign onto mail through icloud, and try to save a contact, it does not sync with contacts which is a 14.0 version. I don’t want to lose my email or my contacts but I can’t figure out how to migrate the data to the icloud account.
