removing cities from the weather app with no luck

No matter what I try I cannot remove the city of Santa Clara from my phone. I’ve deleted it multiple times. However, when I go back into my weather app there’s Santa Clara, front and center asking me if I’d like to cancel or add it back. I choose cancel. It still want delete. I’ve also cut my phone off after I delete it again. Cut my phone back on and guess what’s still there.
