Safari search bar won’t move with settings change.

The other day I was randomly prompted by my iPhone 16 to turn on Face ID to return to private browsing on safari. I allowed it, but then it switched my search bar to the bottom. I went into settings, and single tab is selected, meaning it should be at the top, but it’s not. I’ve switched it back and forth, restarted my phone, force restarted my phone, nothing works. It seems like half the safari settings won’t change. For example, I can mess with web page zoom, but I tried to clear the cache several times and again it won’t stick. It will say it’s been deleted, but then when I open safari and look at the history it’s all still there. Is this a bug with the new OS version? I had Apple do a remote diagnostic on my phone and they claim nothing looks wrong with the hardware or software, but something is clearly not working correctly.


Does anyone have any ideas or fixes? I know it’s small but I hate the search bar at the bottom and knowing this is a problem is annoying me.
